About SERP:
The Society for Elimination of Rural Poverty (SERP) was registered under the Provisions of the Andhra Pradesh Public Societies Registration Act., vide Registration No. 1311 of 2000 as an autonomous body by the Government of Andhra Pradesh (GoAP). It serves as a supportive institutional framework to reduce poverty through social mobilization and livelihood enhancement for the rural poor in the state. Following the bifurcation of Andhra Pradesh under the Andhra Pradesh Reorganisation Act, 2014, SERP was restructured into two separate entities: AP SERP (for Andhra Pradesh) and TG SERP (for Telangana).


The vision of SERP is to enable every poor family in rural Andhra Pradesh to come out of poverty and stay out of poverty. SERP works on a comprehensive multi-dimensional poverty alleviation strategy by focusing equally on the Livelihoods Value Chain and Human Development Indicators. The fundamental unit of development at SERP is the rural poor households and all interventions of SERP strive to achieve essentially two out comes - sustainable per capita household incomes of Rs.1,00,000/- per annum from multiple sources and improved Human Development Indicators.
With this in mind, SERP has relentlessly worked on a unique structure of community-based organization by organizing rural women into SHGs, Village Organizations, Mandal Samakhyas and Zilla Samakhyas. SERP has established a unique institutional structure for the Community Based Organizations in the World.
The Zilla Samakhya (Registration No. 63/2010) under DRDA–VELUGU is a district-level apex federation of Village Organizations (VOs) formed to strengthen the Self Help Group (SHG) movement and promote sustainable livelihoods among rural poor women. As a registered body, it provides a formal institutional framework for planning, implementation, and monitoring of poverty alleviation and women empowerment initiatives at the district level.
The Zilla Samakhya plays a vital role in coordinating various development programmes such as financial inclusion, bank linkage, livelihood promotion, social security, and skill development. It ensures effective convergence with government schemes like PMEGP, PMFME, and MGNREGS, enabling SHG members to access multiple benefits and improve their income levels. It also focuses on capacity building of SHG leaders, Community Resource Persons (CRPs), and federations for better governance and sustainability.
Further, the Zilla Samakhya ( acts as a bridge between community-based organizations and the district administration, especially DRDA. It promotes transparency, accountability, and participatory decision-making in all its operations. Through strengthening grassroots institutions and encouraging collective action, it significantly contributes to poverty reduction, women empowerment, and inclusive rural development across the district.
